Policy & Procedure Changes When Implementing an EHR

The Outpatient Surgery Quality and Access Act of 2023 (H.R. 972/S. 312) has gained support from ASCA members’ advocacy efforts. After meeting with constituents during this year’s National Advocacy Day in Washington, DC, in March, Representatives Mike Bost (R-IL), Blaine Luetkemeyer (R-MO) and Brittany Pettersen (D-CO) signed on as cosponsors of the bill. Most recently, on May 17, Representative Kevin Hern (R-OK) signed on to the bill as a cosponsor. On May 16, South Carolina Governor Henry McMaster (R) signed SB 164 into law, eliminating certificate of need (CON) requirements for almost all health facilities in the state, excluding nursing homes and the Medical University of South Carolina. Under the new law, ASCs are exempted from CON requirements, but new requirements have been enacted for ASCs established or constructed after the law takes effect.

Effective June 1, UnitedHealthcare will require prior authorization for nearly half (47%) of gastrointestinal endoscopies. The payer says the move is needed to curb costs related to alleged overuse of some GI procedures by physicians.

Although the 9-minute mean withdrawal time (m-WT) is often reported to be associated with the optimal adenoma detection rate (ADR), no randomized trials of screening colonoscopy have confirmed the impact of a 9-minute m-WT on adenoma miss rate (AMR) and ADR. In addition to increasing ADR, 9-minute m-WT also significantly reduces the AMR and [advanced adenoma miss rate] of screening colonoscopy without compromising detection efficiency.

New research shows that the economic burden of health disparities in the United States remains unacceptably high. The study, funded by the National Institute on Minority Health and Health Disparities, part of the National Institutes of Health, revealed that in 2018, racial and ethnic health disparities cost the U.S. economy $451 billion, a 41 percent increase from the previous estimate of $320 billion in 2014.
