Rep. Mark Green (R-Tenn.) reintroduced a bill Thursday seeking to reform prior authorization requirements in Medicare, Medicare Advantage, and Part D prescription drug plans requiring only specialty board certified physicians to make important decisions about treatment. The prior authorization measure is used by insurers to approve the cost of treatment plans, medication and or procedures before a prescription or operation can be obtained or performed.

The Conrad State 30 and Physician Access Reauthorization Act (H.R. 1585/S. 709), reintroduced with bipartisan support, aims to address physician shortages in underserved areas by extending and modifying a program that grants visa waivers to foreign-trained doctors who commit to practicing in those communities. Key changes include increasing waiver availability, enhancing contract transparency and improving immigration flexibility for physician families. Virginia Gov. Glenn Youngkin signed into law Senate Bill 882, which authorizes certified anesthesiologist assistants licensure in the state. The law goes into effect on July 1, 2025.

On March 25, for the first time, a North Carolina bill explicitly identified ASCs as one of the sites of service that is entitled to bill a facility fee. The North Carolina Senate Committee on Judiciary passed SB 316 with language that excludes ASCs from the limitations placed on facility fees: “No health care provider shall charge, bill, or collect a facility fee unless the services are provided on a hospital’s main campus, at a remote location of a hospital, at a facility that includes an emergency department, or at an ambulatory surgical facility.” Read this Digital Debut to learn more.

The Florida Society of Ophthalmology is urging lawmakers to nix a bill that would expand optometrists’ scope of practice. The bill, sponsored by Rep. Alex Rizo (HB 449), would allow optometrists to “perform board-approved laser and non-laser ophthalmic procedures” and hold themselves out as “optometrists certified in ophthalmic procedures” in advertising.
