On July 14, the Centers for Medicare & Medicaid Services released proposed 2027 updates to payments and policies under the Medicare Physician Fee Schedule. Updates to the physician payment system typically do not directly affect surgery centers, but the policies can have significant effects on the clinicians who work in ASCs. ASCA submits comments on the physician payment rule every year, following recommendations and comments from the clinician specialty organizations that operate in surgery centers. The U.S. healthcare system continues to experience rapid spending growth even after the disruptions of the COVID-19 pandemic, according to an AMA Policy Research Perspective report on health spending trends. Strong demand for healthcare goods and services drove this growth as insurance coverage remained historically high at 91.8%, according to AMA economist Allen Hardiman, PhD, author of the report.

Connecticut recently enacted sweeping changes to its Certificate of Need (CON) requirements, which mandate that certain health care providers obtain state approval before making major operational or transactional changes, including ownership transfers, service terminations, new facility development, relocations and major equipment acquisitions. Included in the state’s budget bill, the changes overhaul the Certificate of Need program with the stated goal of reducing the cost and time required to obtain a CON.
